Source report: the Ministry of Industry and Trade published an article about criterion 7.3 and the real effectiveness of e-commerce at commune level. GOVII does not infer from it that a particular transport service has been implemented or assessed in any locality.

GOVII view: technology is useful when it makes something difficult clearer for residents, not when it adds another layer of terminology.

Measure from the user journey

Was a request understood correctly, does the user know the next step, and can they find support if something changes? These are more concrete questions than a claim of “digital transformation”.

Design for imperfect conditions

Network connections, addresses and familiarity with apps can all differ. Content should be brief, statuses easy to read, and wording should never require users to know technical terms.

Local data must be respected

Location and contact information can be sensitive in a small community. Collecting only what is needed, explaining the purpose and limiting access are important design choices even when the system is small.

Do not label results without evidence

GOVII does not use this article to claim effectiveness, scope or certification. Conclusions about real operations require data that may be published and a separate assessment process.
